asbereth, I think it was actually after MI-2 that they started issuing PERs and NERs. The best source of concentrated information I was able to find on that is here: http://www.cic.gc.ca/english/resources/manuals/bulletins/2011/ob318.asp. See also http://www.cic.gc.ca/english/resources/manuals/bulletins/2010/ob218.asp. That is, after MI-1, applicants were supposed to send the documents to the visa office after CIO has reviewed them, and after MI-2, the applications were forwarded automatically. This is from the operational bulletin 218 concerning MI-2:

"The CIO will assess the applicant's submission as-is and make a final determination of eligibility. To be eligible for processing, the applicant
must meet all the criteria described in the MIs. If the application is eligible for processing, the applicant will be informed and the entire application
will be forwarded to the visa office requested."


So it seems that it is the visa office (or rather, CPC), that makes the final decision on the application... We just have to wait.

It took me near a month to receive their feedback. Maybe you just need a little more patience. A few overturned the NER decisions successfully. Your situation is similar as theirs.
 
I saw an appearance of my address on my eCas status (just today), though I have yet to receive anything from Ottawa. Everything else is exactly the same (only said 'We received bla bla bla' when I clicked 'IN PROCESS'). Guys, check your online status as well, and see if anything shows up.

Me too. I guess it means now if by any chance we move, we can update the mailing address through the online system?

yes, I tried the link and it takes you to a page where you can enter your new and old addresses and moving date.

This is interesting. I've heard people from other streams have their address appear on their eCas status as well, but it happened several days ago. I wonder if this means that the timeline for showing addresses on eCas status is based on what FSW streams the applicants are?
 
Can not check mine because I don't have my information here, but this is surely exciting! Now the funny part is that I may be actually moving to the USA soon :(

Well, you can check it using your application number (from PER email)? And you're almost done with your PhD? Wow, hopefully things are going smooth with your moving and stuff.

I actually have two more years to go, I would say I'm halfway thru. I may do an internship at ASU. At least it will be during winter :D and not last forever.
