If CIC is still unsatisfied with that, I will not meet the minimum one year requirement. Then the best thing I could hope for is to get my PR application fee refunded ($1100 for me and my spouse).

phdapplicant, did you also include TA/RA experience (including duties and responsibilities)? As you are probably aware, TA/RA non-taxable work experience is accepted (at least for PER), so even if you did not get credited for previous work experience, 2 years of TA/RA should be enough to give you the equivalent of 1,950 hours. Since we have also confirmed that all PhD stream applicants would be awarded the 5 adaptability previous study points, then you should have enough points with just TA/RA (assuming, of course, you get enough points for IELTS + education, and you are under 35 years of age).
