I guess the letter from HR states your salary and working hours only. They usually dont mention the responsibilities (obviously because they dont have any idea about your duties and responsibilities. Only department or supervisor have this information). You can get the letter about ur TA/RA responsibilities from the department and/OR supervisor. Probably department can give you a letter about your responsibilities as TA and supervisor can give you a letter about your responsibilies as RA. Or you may get both letters from one place (department or supervisor). Good Luck

I just called CIO, they said it doesn't matter if it it from different department, but the letter should include all the information they need. So I got the new latter from my department and mailed it half an hour ago. Hope this information will help the following applicant.

So even I ask for a new letter of reference, they cannot put my main duties, work hours per week, and total number of hours on the letter. But the HR office did mention that, if I suggest the immigration office to contact them directly, they can explain it.
And sadly that my previous Supervisor is not working there any more so he is reluctant to confirm my main duties.
I do not know what to do about this situation. Actually, in my application package, I already included a copy of the original contract which shows the working hours per two weeks.
Any suggestions, guys?
