Is this because of the rule or just depend on the officer?

It is the new regulations. Before you apply read the operational manual very well, http://www.cic.gc.ca/english/resources/manuals/op/op06c-eng.pdf.
The points awarded per selection criteria are different from the ones under the old regulations.

Thank you so much. That will help a lot. and I see that the processing time for sarsamballa is so short.
I hope that is not accidentally. How can I send message to sarsamballa?

I just e-mailed my POF (account balance + six months activities) to Ottawa. I also e-mailed them updated RA and TA ref. letters, but they only requested POF.

For those who got document request before, how long it takes to get a confirmation e-mail from them (I am not talking about the automatic reply :)) ?

Is that mean PhD student they dont get 5 adaptability points for previous study in Canada (2 years full time)

I am sorry to hear that! Unfortunately, PhD applicants who submitted their applications before May 4, 2013 are not eligible for those 5 points.
So your application was rejected for having less than 67 points, not because of the work experience?

do you 5 adaptability points for previous study in Canada (2 years full time)

Those who applied before May 4, 2013 are not eligible to get those 5 points of two years full-time study

It seems that they do not give it to application before May 2013.
The new regulation only applied to whom applied after may 2013.
So if you have applied after May 2013, you will get it.

I am still waiting to be asked for POF I am the second last one still waiting from January applicants.

What was you assessment due date again?

b) Previous study in Canada:
Award five points if the applicant or accompanying spouse or common- law partner completed a program of full-time study of at least two years’ duration at a post-secondary institution in Canada, if this occurred after the age of seventeen and with valid study permits.

(The person is not required to have obtained an educational credential for these two years of study in Canada to earn the points, but simply to have completed at least two years of study.)
