1. No, CIC does not give any confirmation of receipt before you get your file number which is PER. I think your application is awaiting initial assessment from CIO@Sydney, so don't worry and wait patiently.

2. Yes, you can if you feel like. It's up to you to decide if you want to apply at the same time, but for sure, PNP stream has higher success rate compared to PhD stream.

PCC means: police clearance certificate, right? I am from China and I am in Canada now. Do I need to get both certificates from China and Canada, or one of each is enough.

You mean I can apply first without PCC, but at the meantime I still need to obtain the PCC, right?

here is my original reference letter talking about duties:
----literature review, technical reports, presentations, preparation of research publications

----tutorial supervision and presentations, assignment marking, lab supervision and demonstration, consulting and answering question,

What are the original documents that you have to submit them with the application? If they are the PCC, you can send them later.
It is better to share it with us, so we can see what went wrong.

It is the first few lines in the NOC 4012, Post-secondary teaching and research assistants assist university professors, community college and CEGEP teachers and other faculty members in teaching and research activities at universities and colleges.
also, you are supposed to do at least a substantial number of the main duties of the occupation as set out in the occupational descriptions

1. I also applied end of Aug, and the money was withdrawn just yesterday from my account. I think this will happen in ~2 weeks for you too!
2. If you plan to also apply for PNP, try to apply few months before your graduation as it takes ~3-6 months (at least for Ontario) to process your file. So, by the time you graduate you'll get your nomination as a permanent resident. Note that you'll not receive this before graduation, but this can speed up the process!

Yes, PCC stands for police clearance certificate.

You need to get PCC from China only, CIC will ask you to get Canadian PCC after the submission of your application if they think they need it.

Yes, you can submit your application without PCCs, but you should be ready to submit them when you are requested by CIC.

You are missing the lead statement -'post graduate research and teaching assistants assist university professors in research and teaching activities' this is a must have in your letter

By "this can speed up the process", do you mean that if I get my nomination, I can update that in my PHD program application and the process will get faster? Or I need to hand in a separate PR application with the nomination?

It seems that I submitted my original birth certificates along with the first application, and I do not have a copy of that. What should I do now....?

What I had showed that same thing as you suggested. Do you mean I need to have the actual words "post graduate research and teaching assistants assist university professors in research and teaching activities" in my letter?

You can ask CIC to return your original birth certificate and they will do so in due time, or if you do not want to wait that long you may want to get a new copy from China if it does not take that much time.
 
But my IELST is going to expire in 15 days, I kind of want to avoid take it again. Is that possible?

Yah, it's understandable, but you still need the original birth certificate with your application, otherwise they will return it saying it's not complete, it happened to me before. :( Is there any way that you can get a copy from China in ten days?
