I don't think they will process your new application with the previous payment. They won't return that fee, so you have to pay again for sure. I asked them for the refund and they said since we have gone through the second stage once the application treated as a complete application therefore we won't return the fee. This is ridiculous but I feel like fighting against these things will just waste the time and money as well therefore I paid again :(.
Once you complete your 2 calender year (24 months) then issue a new letter from the register office of your university (I also got another from my department) and also add your transcript and please make sure all these are sealed. I heard some of us rejected for submitting open letter. Thanks

How did you contact them?? over phone?? can you please give me the number??

So you are suggesting I make a new payment, send the new letter of attestation only?? or a complete new application package??

It should be complete new package. Once your application package crosses the first stage review, it is Government of Canada Property. If you are rejected afterward, you need to send a whole new appliaction package again. It sounds ridiculous.. but this is what they do..

Thats rite, you have to send a complete whole new package, with all relevant and necessary documents, according to the document check list. Please make sure you have down loaded the updated application form, do not fill up the old form. They will definitely return if you send old application form. Go to www.cic.gc.ca, AND download the current federal skill application form again and fill them up.

I called them..they will refund my money..but i have to submit new application...
 
I was wondering how long does it take to transfer the documents from CIO to the VO (more specifically, CPP-O) after the PER? It has been over a month now and no AOR has appeared on eCAS. It only says (In Process) and one line stating that the application has been received by the CIO! Is that normal?!

No one has gotten AOR. Only a few received MR and they applied in November last year.

I have seen a few threads here stating about PER. Is it positive eligibility review? I thought that as long as you stayed in Canada for more than two years for your PhD you will get PER, regardless if your work experience qualifies their requirement. Am I correct?
