1. It would be good if you mention the reason why it was rejected to help with a proper reasoning.
2. I wanted to be sure if you are looking to submit a reconsideration request or an appeal ? The two differs in timeframe, cost etc - the latter is good only if you have substancial evidence that it will be successful else it will consume much of your money & time while the former is a letter to the Program Manager to re-consider based on facts originally provided.
If you have a good reason, I would recommend the former - Time, energy and money saved !
