AOS stream eligibility for post doc

Since there is a new form (declaration and authorization form) requirement to be filled and signed by employer. Does it mean that if I am on postdoc, I cannot apply? Because I am sure my university's HR is not going to fill that form for me.

Your employer will need to complete the forms. If your employer is unwilling to do so, then you will need to look at other immigration programs.

My employer is willing to provide other employment details like reference letter,offer letter ..It's just this form which has lot of details about company that my HR is unwilling to sign on.. Not sure what needs to be done in this case

Your manager can sign for your company behalf if it's a Public company.
