No, the waiting is is horrible

Background Check changed from "Not Started" to "Not needed at this time"

It did not changed to "In progress". It just went from "Not needed at this time" to "Not Started" and then again "Not needed at this time".

Is this normal?

Looks like it is normal and expected. I read a full thread about this here and the conclusion is that the application went to a local VISA office, meaning it is moving forward.
Most people got 'BKS in progress', then 'BKG not needed', then 'BKG in progress', the PPR!
The time gap between these 3 vary a lot, but it seems to be a progress after all...

I uploaded all my documents last week and received a confirmation lettet from cic after it was completed. My question is 1) is that letter AOR? 2) how long does it takes for cic to make decissions?
At present under eligibilty is showing review in progress

Yes the letter is AOR ( acknolgment of receipt) , it takes anywhere from 1 month to 6 months
