Now I would like to know if there is any means to upload an explanation letter with my IELTS and WES attached so that I can submit those documents now.

From Your question, I Understand you are yet to submit the additional documents. When CIC request for any additional document, the give that document and attach Explanation letter in the top and other documents followed by it. you can use a PDF converter, which can convert multiple documents in a single file according to your preferred order.

And if you have already submitted the additional document requested by CIC, then only way is to use Enquirey Form and select "Change or Amendment of Documents".... That's all I know buddy.

Will wait and see if CIC really requires that additional document. I would definitely keep those ready in the manner you advised in case I would have to.

They were on a holiday for Good Friday and Easter so you might take that as a reason.

Yes. But Mondays and Fridays are exactly those days when PPRs are usually coming.
So I guess we have to wait until next working Friday and Monday or it will also happens today (first day after holidays)

Why ?? I am PNP - inland too , n dec applicant , desprtly waiting for PR as my wrk permit is gettin expired by 4th April .I believe inlanders in my situation is more desperate for PR ...
