I think the change in BK from "Not needed" to "Not started" happens when the application is opened by an agent who decides (for whatever reason) to transfer the application to another agent or office for further processing. This is what I understood from people feedback after ordering GSM notes.

I submitted my application on 18th March and have medicals passed as of yet. Good to connect with people here

After going through the Nov AOR spreadsheet, a PNP Outland application is taking on an average 1.5 to 2 months to show a status change from BG Check Not Needed to BG in Progress, barring a few exceptions where there's no change in status even after 5 months leading directly to PPR emails. It seems we have to gear up for a pretty long wait to see some positive movement in status.
