That also depends. My friends who came to Canada with me four years ago didn't get anything police related done for Canada and got their PRs. Perception of visa officer of your file I guess.

Anyway it takes 72 hours to get it so even if they ask it's all good. I didn't even know you did not need it and got the cheap $20 PCC from Toronto police and uploaded it

Many have had their BG change to "In Progress" at the same time that medicals passed. What would be the next status change in the file after that?

I don't get this trend.
I am CEC inland, submitted RCMP upfront and my BC changed from NN to NS on Feb 17.
Few of my friends are also CEC inland, they have submitted their RCMP upfront as well but their status changed from NN to IP.

RCMP fingerprinting is mendatory and included in the Express Entry checklist if you are residing in Canada.
$20 one from Toronto police is mostly for regular employment/volunteering within Toronto.

No it isnt. You maybe asked for it if VO decides and being asked for RCMP is an exception not the rule. Many CEC people got PR without being asked for anything, even the $20 one

I move to London (Ontario) 2 weeks after submitting my app. London Police takes 4 weeks to process BG check. Thats why I'm looking for alternatives

But I think its better to get it done and submit it upfront to avoid unnecessary delay in process...
