I've just received a response from CIO:

In reference to your file, please be advised that it is awaiting a further review by an officer; no letter has been sent. Notification will be sent upon completion of the assessment of the file.
The E-CAS system is a computer system that automatically updates during key periods throughout the creation and assessment of your file. However, at times the information that is transferred to the E-CAS system is erroneous. This issue has been brought to the attention of the appropriate party.
Thank you for your patience.


So it means that E-CAS is not 100% reliable, I see a lot of people have the same situation...Tension is continued :-\
 
I had the same response from immigration, after i sent them an email asking about my case.

"Your application # is xxxxxxxxxxx. It is currently awaiting review by an officer.

BAD NEWS

This is a bad sign, it is possible that they reject us, I just reviewed case of a guy called tvm:
E-CAS status:application received on October 25, 2010.
E-CAS status:ER complete and sent a letter on February 15, 2011

in the meanwhile he sends inquiries to CIO and their reply was exactly the same as ours
He receive a NER on May 18, 2011 it is exactly 3 months since his e-cas status turnes ER complete

reason was lack of point and his case was rejected just because 1 mark less.it was 66 instead of 67.
he applied under FSW1 NOC 0811 and his NOC is highly demanded since there are only 177 applications out of 1000 is received.

detailed marks are as below:

Honestly I do not think it has to be the same for us!

I mean, some people, as I read in this forum, had to wait for long time too, and now they are with the medicals. I believe every case is different. I still hope for a positive result. :)

First application rejected ( work experince letters not have main duties) ..(I get file number here)
Second one is: they used same file number ...
26 April 2011 to sent CIO & received
3 June 2011 ECAS : ER Complete --- Still not any e-mail not any normal mail... :-[

app received February 11, 2011 (people normally got PER after 50 days)
ER complete May 6, 2011 (consider that he supposed to receive PER on April 1st)
PER received June 20, 2011 (he got PER after 1.5 months since ER complete)

Of course;
1- December 1, 2010
2- Same as now : We received your application for permanent residence on December 1, 2010.
We reviewed your application and sent you a letter on March 1, 2011. Please consider delays in mail delivery before contacting us.
3- Now on Ecas:
We received your application for permanent residence on December 1, 2010.
We reviewed your application and sent you a letter on March 1, 2011. Please consider delays in mail delivery before contacting us.
We received your application for permanent residence on April 26, 2011.
We reviewed your application and sent you a letter on June 3, 2011. Please consider delays in mail delivery before contacting us.

But first time they sent same day NER - email... This time not any hearing :-[
 
It seems that NER after ER completed is only due to lack of points. One more thing in this case the Fee will also not be refunded.

you can re-appeared IELTs and get some more score than it will be 67 or more points, if your time still remains, are you italian? or your CHC is just Rome (Roma).

io sinceramente non so cosa sta succedendo in CIO e vorrei solo capire se la risposta è PER o NER, sono un po annoiato..
e tu?sei italiano/a? ho sentito ke c'è ne sono tanti italiani ke sono stati immigrati in Canada..
