As a French speaker I doubt you'll pull it off enough to get a good score in such a short time. What's you english test score? Is it maxed out?
I learned French from scratch for a year and got B2 in two sections and C1 in the other two in the TEF test.
To add on to what hamgha said, as a NON-French speaker (I'm a native English speaker), I briefly examined this option (I would have been learning it from scratch as well, as I studied Spanish at the secondary and tertiary education levels, not French) and quickly decided it was NOT worth it. French isn't as technically complicated as English (I think) since it doesn't appear to have all those ridiculous exceptions to rules that English does, but speaking French is VERY hard to learn if your native language has significantly different pronunciations and accents and other verbal nuances. If the TEF is anything like a French equivalent of IELTS/CELPIP in terms of difficulty, I can't imagine how anyone would be able to gain the necessary proficiency in a year (or even two years, if you're not naturally inclined in learning languages), without fully immersing themselves in the French culture and language... 2-3 months is never going to happen. You need a minimum of one year of concentrated study and practice. And even then you may not achieve the required score.
Living in a particular area doesn't help much. Just try to max out on your language score, guess that'll do the trick. Good luck.
Your score in the language test also contributes to Skills Transferability, wherein you can get into 50 points each for Work and Education.
