Acutally is an interview of the employer, not the employee, in order to ensure the contidions of the job offer and the efforts to hire a Canadian or Permanente resident first.

Is there a way to find the approval rate for specific NOCs?

I read somewhere that if the employee is requesting a LMIA only to support a candidate in the EE pool they don`t need to pay the fee of CAD 1,000

Well there is an interview sometimes but not always in which case employer has to be interviewed only they think that proper efforts has not been made...
There is no interview for applicant ( the person who will be employed ) as a TFW

yes this true that any LMIA app to support ANY PR app is free of charge .
but there is a dual intent LMIA app which can be used for both TFWP and PR in which you need to pay the amont of 1000$$$
