I emailed CIC yesterday and they gave the following reply:

"Good Day,
Please note that your application is currently in queue for review by an officer which explains why you haven't received any correspondence from our office.
Thus, no action is required of you, at this present time."


I paid RPRF on Nov 6th when they requested it and since then they asked me for additional documents (on Nov 24) to confirm my job duties in the NOC code. I have applied for GCMS notes twice and received the latest notes yesterday (valid uptil Jan 27). It says application assignment for date Feb 20, 2015. So I am hoping they are looking at my application this week. Its been exactly 1 year for me. Although people from Nov, Dec 2013 are still receiving PPRs so don't think the timelines are applicable to everyone the same way.

Does your GCMS show "recommend passed" as well ?

my timeline is exactly the same as yours and i know of at least two others also, i think the quota being reached in October and express entry is causing delays but im sure there is nothing to worry about and it will come eventually.

But you already got your MR, isn't it? What does ecas and GCMS says about your application? This is wierd

If CIC is not sure when why do they need to ask for Medicals and waste applicants money even more. But I am sure you guys are through , its just matter of time. I know CIC is responsible orgnization

Yep, I received my MR in Sept and the results were received and uploaded as of Sept 23, 2014. My eligibility says in progress and further below it says recomm passed.
However in the notes section I can see that it said appears to meet requirements in Sept and then again in Nov when it got reviewed for final evaluation it seems the senior VO needed more information about my job and so sent me a letter and gave me 60 days. I responded back the same week with the documents they wanted.

Its been 3 months since and I haven't heard anything. I am assuming they only starting looking at my application again once the 60 days had passed (i.e. after Jan 24).

But since then I haven't heard anything from them...to date.
My GCMS from Dec said eligibility says in progress and further below it says recomm passed.
But mine have no further information on previous GCMS, except stated it was at CEC OFF Review location.

Now I am waiting for my next GCMS to see if there is any update since then.

I have timeline similar to yours. Applied for CEC on March 3. GCSM notes I ordered in October shows that my application was reviewed on early September and status was set to "Recommended Passed". In the end of January eCAS has changed to "In Process" and now it says "We started processing your application on January, 29". Nothing since then.

I even don't have "IP" line in my eCAS.

Have you ever ordered another note ?

My friend MR does not mean you passed eligibility .

I think Medical Request at least mean they don't worry too much about your work experience.
 
CEC_1304 is right. Medical and eligibility are parallel activities or else the review process would be even longer. RPRF however is usually only requested once eligibility is recomm passed or passed.
But if your notes do not say recomm passed - more often this means delay in the Medical process.
