It's certainly not easy to get scholarships - especially as a foreign student (most scholarships are reserved for domestic students). For universities, scholarships tend to be offered at the Masters or PhD level (mostly PhD). There are very few at the Bachelor level.

I got a scholarship and I applied for a Bachelor's degree. There are definitely a lot of scholarships for Bachelor's degrees. You have to search the university's website and look at the conditions. Some require an application and for some you're automatically considered. All you need is a high average and perhaps a recommendation letter or an essay about your leadership/volunteer activities
