You are unlikely to success but it is not impossible.. check what the CIC Website says.. it says you are unlikely to success however if you have sth that they felt it is important they might take it into consideration.

Btw I know a friend of mine who got the PR with 65 Points in 2007 he was living in Canada when he applied.. but I think it is harder now.

Not far wrong, very very very few FSW are approved with less than 67 points even when they request substituted evaluation. Here is a federal court case that addresses that issue: http://decisions.fct-cf.gc.ca/en/2010/2010fc225/2010fc225.html

The case is quite clear.
 
Yes Dear, you can apply under substituted evaluation. Irrespective of points you are scoring, it is the officer who has to lok at your EEIC( economic establishment in Canada). That means your other characters which will help you get settled in Canada easily. You will be assessed positively, if you claim is a proper direction with proper advise. send me your resume at cicanada2@gmail.com or contact David Cohen for consultation.

alternative home.

Extremely unlikely saying you have small children and like Canada would be a reason to approve the application.

I guess, you will then have to apply as an asylum seeker/Refugee, and not under any of the FSW's.
The mere fact that you and your kids like the country is not a reason/ground for asylum nor for seeking refuge. If you are from a conflict/war torn region you will have to prove that too.(U will have to categorically and specifically prove/state how it affects and has affected you and your family, and believe me, that is not easy). Immigration, as a whole, in whichever category and to whichever country is not that easy a task.

Relax, be patient and stick to your FSW.

1st AOR you received was a rejection or you got accepted 1st then got rejected on the 2nd AOR?
