Unfortunately there are no good options for someone your age. If you can't get more than 460 points in Express Entry, there really is no good way to immigrate, short of investing at least half a million dollars.

Snip requires proof of funds as well while applying. They even require reference letters as well I think. Also apply for Prince Edward Island. They don't even have fees. You would need to pay fees once you receive Expression of Interest from them..
