i applied under fsw in aug 2014 at that time funds required were 11,500 cad but now it has been changed to 12,164 under express entry i will be landing on 7 feb 2016 . i have 12000 dollars will it be sufficient or have to take along more than 12,164 dollars?

If you have up to the amount requested please take it along with you either in cash or lodge it in your account, print the statement and show it to the immigration officer IF YOU ARE ASKED. While in Canada you can use your debit card to withdraw your funds via ATM.

Yes that's sufficient. Make sure you declare it. You will receive a form in your flight.

Mostly Immigration Officers don't count the money they are just interested to know if you are carrying more than 10000 CAD and whether you have declare it or not.
