Sorry to bother, but why to wait for even 3 weeks. Keep all of them ready. Submit them once you get ITA
 
Yes. But I am planning to get reference letters after ITA. That might take some time. 3 weeks is just to be on the safe side. I wil definitely to try complete everything in like 10 days.

Yes that's right.

I'd got all my reference & experience letters before getting ita. But data update in passports was remaining, so it was late for 1.5 months after ita.

You can start getting employment records. Also go book your medicals, i've seen people complain they had to wait a month or two to get an appointment according to their country. And go get PCC etc... I had 475 and got ITA the draw righta fter I submitted my profile. Start now!
