Am i elegible to apply to the permanent residence?

Good day. I would like some feedback if you don't mind about my status in Canada. I came here in Jan 2011 and took a 2yr program in business. Got a job full time in jan 2013 (14 months ago almost) as a business support specialist for a big canadian company. Since my job description is similar to being an administrative assistant my lawyer told me i might not be elegible to apply for the canadian residence since they remove this job from the NOC list in november 2013. My two main questions are?

- Is there another way i can qualify to apply for the Permanent residence here in ontario? (or anywhere, i can relocate)

- Shouldnt i be able to apply since when i started working as an "administrative assistant" (based on NOC List) was in Jan 2013 and that job was still posted in the NOC? otherwise that means that if i am not elegible....applying through the Canadian Experience class is a lottery... you come to canada, pay as an international student (sometimes 6 times more than what a local pays), you get a job and after your first year full time , you have to see if you are lucky and your job description is still in the list?

unfortunately if your experience matches a noc that has been removed from the program, you are not eligible to apply under that noc. The govt has the right to change and amend programs at any time and did so this time with zero notice. it is unfortunate but not a lottery system - its based on supply and demand.

you can look in to provincial nomination programmes but you may need to relocate.

The NOC didn't disappear, just CIC will not accept that experience under the CEC class. The rules that apply are those which are in effect on the date that your application is received by CIC.

Yes, there are other programs, depending on the amount of support you can expect from your employer.

There's the Federal Skilled Workers class (Arranged Employment stream),
