My mother was born in Canada before Jan. 1 1947, but she never lived in Canada as a citizen. She is American. According to that test, it says I would qualify as a citizen since she was born there. Is this possible?
If your mother was born in Canada at any time (and assuming that her parents didn't work for a foreign embassy/consulate), you are a Canadian citizen. Look here to apply for proof of citizenship: http://www.cic.gc.ca/english/citizenship/proof-how.asp
