Hello everyone...
As you may know, the Ontario government has relaxed their rules for PNP (Provincial Nominee Program) for persons with Master's and PhD's very recently (June 14). Since I did a Master's degree in Ontario, I'm eligible to apply. The Nomination process takes 3 months in Ontario, and then Buffalo processes your case in an expedited manner.

My case:
I have sent in my Federal Skilled Worker(FSW) application to Sydney in the last week of April. I am expecting a reply from them in 2-3 weeks from now.
At the same time, just today, I heard of the changes to the Ontario PNP program. Now I obviously want to opt for PNP because of the shorter time frame.

My question:
- Can I apply for PNP now, given that I've already applied to Sydney for FSW?
- Can both the processes go in parallel?

Yes, you can apply a 2nd time. What the PNP's sometimes do is that when you tell them that you have a pending application for FSW, they will tell CIC to change your FSW application to a PNP once they have nominated you. If you do not want them to do this, you can tell them and then they will let you go ahead with a 2nd PR application under PNP. There was somebody on this forum who did exactly that. When one of your applications gets to the stage of asking for medicals, you can withdraw the other one.

If this is true, it'll be great for me... I've been looking forever on CIC and Ontario Immigration sites to find this info but couldn't.
Could you help me find a link for this info on either of the websites? Or the link of the thread you just mentioned?

There are no links because it isn't explicitly allowed or forbidden. When somebody first got the idea to do it, for example one under FSW old rules and another under the new rules or one PNP and one FSW, some people figured it might not be allowed but there is nothing stating on the CIC website that it isn't. Maybe it isn't the most efficient for CIC because I am sure that they would prefer that each person had one application so that they aren't wasting time on double processing but still, there is nothing on the CIC website saying that it's not allowed.

I got a reply from them...

Your current application under the federal Skilled Worker class is separate from your application to Opportunities Ontario. The two applications do not affect each other’s processing.

"Nominees can anticipate receiving permanent residence from the federal government in an average of 12 months, depending on the visa post overseas, and background and health checks.

Citizenship and Immigration Canada fast tracks provincial nominees through the selection process. However, security, criminality and health checks, which are done at the federal level, must all be completed."

So, you can keep both going at the same time. Hopefully, the PNP is faster and it will all work out for you.

I had a question regarding the birth certificate needed to apply for Ontario PNP. Is it possible to use the "Certificate of the Date of Birth" issued by the consulate for my application?

i was planning to do that too... and then in the cover letter explain that I didn't have a birth certificate and using "Certificate of Date of Birth" as an alternative. I read in the forums that many were successful in doing that.

Luckily for me, I found my Birth Cerificate, so I used that instead.

I am QSW applicant since August, 2013 (I got AOR in October, 2013) Now, I want to apply as a FSWP since I meet all the requirements and it will take a lot less time to get my visa. Can I apply as a FSWP or should I first withdraw my QSW application?

I don't want to withdraw my QSW application just in case I do not get my visa under FSWP.
What should I do?

What should I do?
I think the decision will come from you once you obtain CSQ. Its up to you if you'll just let your ongoing FSW app push through or withdraw it then submit another federal app with CSQ.
