Almost All VISA are rejected in 7-10 Days from Pakistan submitted in FEBRUARY

My visa was recently rejected within 8 days of submission.
I personally know 16 students who applied on paper after 10th FEB and they all got rejections with the exact same reason. My rejection was a great shock for me but I need to know what is going around. Is it a problem with embassy or MAY session.
What I have studied until now is that:
1. Almost all the visa were rejected after 10th FEB
2. Almost all of them were paper based application
3. Passport went to Islamabad instead of abu dhabi.
4. All of them got the same reason of rejections ( Purpose of visit, Not a bona fide student and they will not leave Canada after authorized stay)

My questions are?
1. Is it wise to apply again for this session?
2. Is there any quota system for visa approval?
3. is there anyone with the same problem?
4. I have talked to a lawyer in Canada and he will be looking into my file now. Is it a wise idea?

4. One research Paper
5. Admission in DALHOUSIE UNIVERSITY

Hey,

As the refusal reason is only Purpose of Visit which is a general one , no one can exactly understand the Visa officer's comments unless you have your CAIPS file. i suggest you to apply for CAIPS as soon as possible.

Can you guys help in obtaining the CAIPS/GCMS or whatever notes that can explain the reasons for my refusal? Thanks for your help.

What kind of help you need?
I have applied my CAIPS right after my refusal.
There are two major procedures:
1) Ask someone you know in Canada to apply on your behalf. The process is simple and it will take almost 5-10 minutes. Details are mentioned at CIC website. You can apply in 5$ with this procedure and will get response in 30 days.
2) There are websites and third parties which helps you in it. They take almost 30-40$ and apply it for you. It takes 6-8 weeks in this procedure. Some people use caips. ca or caipsnotes. com. Personally I don't know the authenticity of these websites.

Do I also need to fill/sign and then scan/upload a copy of this: AUTHORITY TO RELEASE PERSONAL INFORMATION TO A DESIGNATED INDIVIDUAL IMM5475E form?

yes you have to write, print and sign a Consent letter. Than you have to give that to a person who will be filing at your behalf. Than he/she will be uploading along with the other details

Why are ALL visas being rejected?

No one can tell you exactly but from past few days they are rejecting every case senselessly without any logical grounds. But there is still a hope i have heard rumors that they have quota and as far as I have seen they were not ready to accept any case.
Did you applied for September session or May session? and from what country?
