Isn't it strange that 16th Oct applicant was able to get his UCI in call center yesterday and even check his status online and they were not able to find my file today (Oct 23 applicant)?

No it's just complete applications (those passed completeness check and may be even charged). By the way, has your application (22 Oct NOC 1111) been charged?
