I am very sorry to hear this news. But what is not genuine about your sister's marriage? Is there something the immigration not approve of? If you give me some clear view we can help you. Better to hire a lawyer, not just a lawyer. Lawyer should deal with immigration case.
From the refusal letter, the immigration officer didn't find the applicant(my sister's husband) in a genuine relationship with my sister and claims that the applicant only married my sister to acquire PR status in canada. The irony is that, during my brother-in-laws interview, the visa officer wouldn't see any of the new evidence to justify the applicants relationship, nor did the visa officer allow the aaplicant to say anything, it was totally an unfair trial. As for an immigration lawyer, I find them totally useless, during my own sponsorship process of my wife, I did more work her case than did the lawyer I hired and spent a lot of money on the lawyer for nothing.

Here is the appeal process for you in nutshell:
Step 1: File an appeal. You are not obligated to hire any lawyer if you think you can handle all the paper work
Step 2: The email that you have received simply means that IAD have requested notes from the responsible immigration officer who had decided to refuse your case based on his findings. Immigration officer has to send these notes within 120 days. You will also receive once copy. Which will help you prepare for your ADR/full hearing.
Step 3: Once they review these notes they will give you ADR (Alternative Dispute Resolution maximum lasts for 3 hrs) date or full hearing.
Step 4: at least before 20 days of your appeal date you are also eligible to send additional/recent proves which you may have collected in past few years
Step 5: After wining the case, file may be processed in Ottawa or goes back to your original visa office and they continue processing
