Recently it was published in Bangladeshi news paper about a couple lost the right to keep their child with them because of abusing the child in the USA. Same in the Canada as well. The way we control our children those are crimes in Canada. In the schools teachers inquire from children if they get physical punishments from their parents.
In the year of 2003 a Bangladeshi man who used to teach the Quran at Toronto was imprisoned because when he saw one of his girl students of 9 years old, putting his hand on her head asked how was she doing. Some one complained that he sexually abused the girl!
Once we went for fishing at Ontario lake, we were sitting and chatting, one old fellow called police that we teased women - truly that time no women were there at all but we ourselves admitted to the police that none of us were having fishing licences. Police officer just laughed and asked us to leave the place immediately.
Be care full who are going to move there and learn all the rules and regulations in details.

Operational Bulletin 442C - October 12, 2012

Return of Fees for Certain Federal Skilled Worker Applications: Actions Required of Visa Offices
Summary
The Jobs, Growth and Long-term Prosperity Act became law on June 29, 2012. Under this legislation, Federal Skilled Worker (FSW) applications that were made before February 27, 2008 were terminated by operation of law if a decision based on FSW program selection criteria had not been made by an immigration officer before March 29, 2012.

Issue
This Operational Bulletin (OB) provides additional clarification to OB 442, specifically instructions to visa offices regarding the process for the return of fees paid to Citizenship and Immigration Canada (CIC) with respect to FSW applications that have been terminated by the coming into force of this Act, and facilitative actions required of each office.

Background
As noted in OB 442, the process of returning fees paid to CIC for terminated FSW applications will be centralized at NHQ – Finance, in consultation with visa offices as required. The source for determining the amount of fees to be returned will be Point of Service (POS+) financial data from visa offices. A POS+ data extract from each visa office will subsequently be matched with the data on affected applications extracted from the Computer Assisted Immigration Processing System (CAIPS) and the Global Case Management System (GCMS), and will form the baseline data used by NHQ – Finance for the purpose of returning fees.

A general notice was published on the CIC website on October 12, 2012 advising affected FSW applicants to confirm their contact information. NHQ – Finance will reconcile this information and validate it against POS+ and CAIPS/GCMS data to accurately initiate the return of the proper amount of fees to the principal applicant.

Instructions
NHQ – Finance will be implementing a phased approach to the return of fees for terminated FSW applications. First priority will be given to those applicants who proactively contacted a visa office before October 12, 2012 to inquire about a return of fees following the coming into force of the Jobs, Growth and Long-term Prosperity Act on June 29, 2012.

Second priority will be applicants who respond to the general notice on the CIC website as affected by the terminating provision of the Act, and who submit the Return of Processing Fee, Right of Permanent Residence Fee or Right of Landing Fee formand provide contact information as directed. NHQ – Finance will subsequently follow up with all affected applicants to confirm contact information in advance of issuing fee returns.

In order to facilitate the compilation of data required by NHQ – Finance to initiate the return of fees, visa offices are to take the actions outlined below.

Proactive client communication with visa offices
If an affected applicant or their representative proactively inquired about the return of fees with respect to a terminated FSW application by letter or email between June 29, 2012 and October 12, 2012, the visa office must forward a copy of the applicant’s communication immediately to NHQ – Finance at: FSWFeeReturn@cic.gc.ca. No action is to be taken by the visa office in initiating a fee return.

For all other inquiries regarding terminated FSW applications that are received by the visa office after October 12, 2012, the visa office should direct the applicant to the general notice on the CIC website advising them to submit the Return of Processing Fee, Right of Permanent Residence Fee or Right of Landing Fee form to CIC. No action is to be taken by the visa office in initiating a fee return.

In cases where the applicant has submitted an updated address directly to the visa office, this change should be made in CAIPS and the information should be forwarded to NHQ – Finance at: FSWFeeReturn@cic.gc.ca.

Applications requiring manual review
A subset of all the FSW applications affected by the Jobs, Growth and Long-term Prosperity Act have been identified as requiring a manual review by visa offices to confirm they were in fact terminated by operation of law on June 29, 2012.

These FSW applications represent those for which a selection decision may have been established in case notes before March 29, 2012, but for which the decision code was not entered in CAIPS/GCMS.

This manual review will ensure that NHQ – Finance does not return fees in error for those applications where it is determined a selection decision was in fact made, but where CAIPS/GCMS data did not accurately reflect the decision code.

NHQ – Finance will provide visa offices with a spreadsheet listing FSW applications requiring a manual review of case notes. Visa offices should take the following steps in reviewing these applications, tracking the results, and returning the spreadsheet to NHQ – Finance:

The visa office will conduct a detailed review of the case notes in CAIPS/GCMS for each application listed in the spreadsheet provided by NHQ – Finance, and determine if a selection decision was in fact made before March 29, 2012 in accordance with the guidance provided in OB 442.
If it is determined that the application was in fact terminated by operation of law, the visa office will record the results of their manual case review as indicated in the spreadsheet provided by NHQ – Finance.
If it is determined that a selection decision had been made before March 29, 2012, and the application was not terminated by operation of law, that decision code should be entered by the visa office in CAIPS/GCMS and the results of the review should be noted in the case notes. The visa office will record the results of their manual case review as indicated in the spreadsheet provided by NHQ – Finance.
The visa office will forward the completed spreadsheet to NHQ – Finance by no later than November 30, 2012 at: FSWFeeReturn@cic.gc.ca.
Note: No further action is to be taken by visa offices with respect to terminated applications at this time.

Missing or incomplete POS+ data and mailing addresses
In September 2012, NHQ – Finance requested assistance from a number of visa offices in obtaining archived POS+ data, as this information is critical to accurately establishing fee return amounts for terminated applications. The POS+ data received from all affected visa offices is currently being merged by CIC Headquarters with data extracted from CAIPS/GCMS, and will constitute the baseline data used by NHQ – Finance to issue fee returns.

In addition, NHQ – Finance has been reformatting mailing addresses extracted from CAIPS/GCMS to the international mailing standard for the purpose of issuing correspondence and fee returns to affected applicants, and to the Integrated Financial Management System (IFMS) standard for the purpose of loading data into the financial system.

In some cases, payment information or mailing addresses will be missing or incomplete. NHQ – Finance will identify such cases following completion of the POS+ and CAIPS/GCMS data merge, and will follow up with individual visa offices with further instructions as required.

Madan Roy’s controlled anger was immediately noticeable in his voice as he described the difficulties he faced finding a job in Canada. The Mechanical Engineer from Bangladesh came to Canada secure that his professional experience would surely land him a job in his field.

From the moment he arrived in Toronto, Madan began pounding the sidewalk applying for every job relating to his field. A year later and without any leads, Madan, who has two elementary school-aged daughters and a wife to support, began searching for any odd job to pay the bills. Even that proved difficult.

“What does Canadian experience have to do with pouring coffee at Tim Hortons?” asked Madan.

It was a rhetorical question but it is one that bewilders the mind of every recent immigrant to Canada.

After two years of job hunting, the Mechanical Engineer from Bangladesh couldn’t grasp why the career he spent 18 years building wasn’t translating as bonafide professional experience to Canadian employers.

Sometimes Bangladeshi credentials might not be recognized but don't get frastated, look forward for an opportunity and Grab it when you see a glimpse of it...

@ minuanwar,
There are some professional resume makers in Canada. They will make resume based on your profile. Cost is around $50 to $200 (Cand). Also local libraries carry resume guides which can help you as well.
There are some organizations subsidies by the Govt. will help you to develop your resume once you are here. You will get an information package upon arrival in Canada.
You can also get help from professional Bengali community network in Canada
Lot of thanks. It wll be a great help for me. -minuanwar

Notice – Fee Returns for Federal Skilled Worker applicants affected by the backlog elimination measure

October 12, 2012
The content below is offered in PDF format. For more information or to download the appropriate viewer, check the Help page.

Citizenship and Immigration Canada (CIC) is now starting to return fees which were paid to the Department for Federal Skilled Worker (FSW) applications affected by the Government of Canada’s Jobs, Growth and Long-Term Prosperity Act.

If you applied before February 27, 2008, and have not heard from CIC about whether a decision based on FSW program selection criteria (*see below) was made on your application, you may be affected by this new law.

If you fall under this category, CIC needs to verify your contact information is up to date so that your fee return will reach you at your current address. Please note that interest will not be paid on the fees.

Please confirm your latest contact details by sending CIC this form (PDF, 1.4 MB). While we will also contact you by regular mail later on if we do not hear from you, communicating with us electronically is the best and easiest way to have your fee return processed.

Due to the large number of affected applicants, the fee return process may take some time from the date your form is received by CIC to the issuance of your cheque. We appreciate your patience.

Your FSW application has been terminated by operation of law if:

you applied before February 27, 2008, and
a decision based on FSW program selection criteria* was not made on your application by an immigration officer before March 29, 2012.

(*A “FSW program selection criteria” decision means that a CIC officer has determined that you have accumulated enough points to qualify for the program, based on factors such as your language skills, education and work experience.)

If you remain interested in immigrating to Canada, you may be eligible under other immigration programs. To find out more about the requirements and steps to apply in each category, please see Immigrating to Canada.

la version française suit)

Thank you for your message to the High Commission of Canada, Immigration & Visa Section.

We do our best to make sure everyone who has applied to immigrate to or visit Canada is provided with effective service.
We receive an enormous amount of correspondence daily. Although we would like to respond to all of it, we recognize that it takes resources away from processing applications.
To minimize the impact that replying to enquiries has on processing times, we respond only to correspondence from people who have already applied for a permanent resident (immigration) or temporary resident (visitor, temporary work, study) visa or permit.
Kindly note that we are not able to acknowledge receipt of documents, changes of address, and other case-related information. We can assure you, however, that it will be placed on file. If your message concerns one of the issues below, this is the only reply you will receive. Otherwise, we will reply within a service standard of 28 days.

Application forms:
All the information required to apply for a visa for Canada is available on our website, and the Citizenship and Immigration Canada website. Please visit the websites to download complete application kits and instructions for all types of visas and permits.

Case status:
If you are enquiring about an application in process and it is still within our normal processing times, this is the only reply you will receive. You may wish to consult Client Application Status (for permanent resident applications) or VFS (for temporary resident applications from Bangladesh). You may use our secure web site to submit additional information including attachments and requests for withdrawal or urgent processing.

Reconsideration of refusals:
Please be advised that we do not reconsider a decision once the case has been refused. If the applicant feels that he or she has new or additional information that was not previously available for consideration or if the applicant's situation has changed, he or she may submit a new application and pay a new processing fee. For more information see the Citizenship and Immigration Canada (CIC) publication "Temporary Resident Visa: What to do if an application is refused."

General information:
If you do not have an application in process, you will not receive a reply to your enquiry. If you are seeking general information about immigrating, visiting, or living in Canada, the following websites will provide you with all the basic information you will need.
• Citizenship and Immigration Canada's website will give you information on the different immigration options available to you and your family, and give you access to application kits and forms.
• MailScanner has detected a possible fraud attempt from "www.singapore.gc.ca" claiming to be www.singapore.gc.ca will provide you with up to date information on the immigration process in our office, processing times, and important news bulletins.
• The Government of Canada website will give you information about living and working in Canada, Canada's political system, and information on the different provinces.
We encourage you to consult these websites for detailed information and responses to frequently asked questions.
