There won't be any changes in your ECAS if they send you MR. So do what Casayed said and also keep in touch with your previous place's Post Office as well as the persons currently living there.

You need original passport + Cash deposit of required fund + processing Fee + will have to sign papers of Bangladesh Bank + the particular form of Canadian Application package that declares the required amount for each Applicant & dependents of family needs to be submitted.

Regarding refund of money (e.g file return), you can discuss with the dealing officer also beforehand.

Request your CHC not to send anything to the old address.
When CHC received your request of updating the address, they attached that letter into your file and there is absolutely no chance of sending anything noww to your old address as in your file the new address has been updated but in the Ecas it takes a month or so.

Dear GTL
As per my calculation, if SGVO release MR on the basis of real IP date then u have a good chance to get MR within 7 days.
As my understanding, they are issuing MR on the basis of app. file date. so, u may have to wait 2/3 weeks. Best of luck.

Old FSW Applications must be processed
On the eve passage of Bill C-38, the Federal Court issued a decision, declaring unlawful CIC´s policy of warehousing indefinitely older federal skilled worker applications in favour of the current batch. The litigation, commenced 28 October 2011, pre-dates the Minister´s March 30th announced that he would close all FSW files lodged before 27 February 2008 and not assessed as of 29 March 2012 and, thus, does not address s. 87.4 (hidden in Bill C-38). The decision applies directly only to the 900 applicants who participated in the litigation.

The litigation included applicants who had applied either before 27 February 2008 or between that date and 25 June 2010. While the former group -- about 750 -- are subject to s. 87.4, CIC agreed in writing in January that it would be "guided by" the decision in the lead cases. If the Minister honours this promise, the Minister´s closing of roughly 80,000 applications (affecting about 280,000) will have their files assessed and finalized within a specified time-frame.

In the lead case, the Court ordered CIC to finalize the file by October 14th. However, because his file had been assessed in 2010, only medicals and up-dated police clearances are required. For the other litigants, the time-frame (which must still be negotiated) will likely be longer.

For those not involved in the litigation, new litigation is currently being prepared to challenge the closing of the files and will be formally launched after Parliament passes Bill C-38.

Ottawa loses legal battle over immigration backlog

Ottawa has suffered a major setback in eliminating its immigration backlog after the federal court ruled the government is obliged to process all applications it accepted into the system.

About 900 applicants under the federal skilled workers’ program sued Immigration Minister Jason Kenney for violating the pledge to assess and finalize decisions in a timely fashion.

They asked the court to order the immigration department to process their applications within a reasonable time frame.

In a decision released Thursday, Justice Donald Rennie rejected the minister’s argument that the delay is justified because he has the authority to make policies.

“The minister can set instructions that permit him to return some applications without processing them at all, and thus obviously there is no further duty in respect of those applications,” the judge wrote in a 24-page decision.

“However, for those that are determined eligible for processing, the duty to do so in a reasonably timely manner remains.”

In February 2008, the law was changed to give Kenney authority to issue ministerial instructions regarding which applications would be eligible for processing and to remove the obligation to process each application received.

As a result, the litigants argued, their applications were “warehoused” in a lengthy backlog from five to nine years.

Despite the new measure, the court said Ottawa still failed to finalize a file within the six and 12 months Kenney promised — the first ministerial applications have been outstanding between 24 and 52 months.

Immigration has until Oct. 14 to finalize the application of the case’s lead litigant, an IT project manager in China.

Although the court falls short on making an order for all 900 applicants, Thursday’s decision sets the stage for the prompt processing of the other litigants.

“So long as the applicants are not to blame for the delay, a fair application of Justice Rennie’s ruling would require Ottawa to finalize their applications by October 14,” said their lawyer, Tim Leahy.

The decision is final because the court refused the minister’s request for appeal, added Leahy. The next step is for opposing counsels to determine how to proceed with the remaining cases.

The Trojan Horse Budget Implementation Bill

The Conservative federal budget was one that was supposed to create jobs, yet upon closer look, in reality this budget is really doing the opposite. Because of this budget implementation bill, bill C-38, the economic security of many Canadians will be jeopardized and thousands will be forced to join those already looking for work.

While Prime Minister Harper says that this budget will create more jobs than it cuts, and that all job losses will be met with attrition, this budget actually cuts nine times more jobs than it creates. Furthermore, many government-funded groups and agencies will be forced to close their doors when this budget passes.

Along with cutting jobs, Bill C-38 also introduces changes to Old Age Security, which are especially harmful to anyone who is working right now.
Instead of working until age 65, and enjoying the retirement that you have rightfully earned, you will now be forced to work two years longer.

Also hidden in this 400+ page Trojan Horse budget implementation bill are serious changes to our immigration system. Scarborough residents, and all Canadians, are proud of our multicultural heritage. While we all know that there is a serious immigration backlog, rather than presenting constructive changes that will help eliminate this backlog, Bill C-38 deletes the almost 300,000 skilled worker applications that are currently waiting to be processed. All applications submitted before 2008 will cease to exist. While there will be a refund of application fees to the applicants, this is little consolation to someone who has been waiting years to have their application finalized, nor to their family currently living in Canada who has been waiting years to be reunited. Regardless of how long people have been waiting, applicants who applied before 2008 will have to start their application from the beginning.

Overall, this budget implementation bill demonstrates the government’s disregard for public consultation and oversight. Along with a budget that creates numerous job losses, Employment Insurance reforms are also on the table. Out of work Canadians will now have to accept any job that this Conservative government deems “suitable work”, forcing job seekers to abandon their training and skills for any job that is available – nevermind that Employment Insurance funding comes from the workers themselves, not the government. Yet, the Conservatives have decided that they have the authority to determine where and how you should work. It’s a policy that doesn’t make economic sense and will seriously impact the lives of Canadians who are forced to work in jobs that underutilize their skills. It will also have dangerous effects on communities that rely on seasonal employment.

Meanwhile there is no new money for the many issues that residents of Scarborough come to me asking for assistance – housing, transit, youth services, health care and real job creation.

Moreover, rather than deal with each of these issues individually, the government has included them all in one massive bill in order to force them through Parliament. My New Democrats colleagues and I have been pushing the government to split this 400+ page bill, and give these serious changes proper debate.

At the end of the day, Bill C-38 does not represent the true needs of Scarborough, nor does it represent the needs of Canadians across the country. New Democrats hosted public consultations across the country, as we feel that Canadians deserve to be heard on the issues included in this budget bill, and drafted a report based on these consultations, which included 50 substantive amendments to the budget bill. Canadians need a budget that will help everyday Canadians, not just the Conservatives’ friends.

Unfortunately, after over 20 hours of continuous voting in the House of Commons, the Conservatives chose not to support a single amendment to this legislation. They chose to ignore the voice of Canadians, rather than work with the opposition parties to create legislation that is truly representative of our country.
