I think, this should be courier address.

The receiver has to sign for it (registered post). So, YES you have to send it in courier address. So, 'Dorothy' or someone else in SGVO can sign for it.

you can send your documents to the p.o. box address through Express Mail Service (EMS), it is reliable.

IN MY opinion if you mail here but it is registered its still ok bec the singapore post/ mailman will put it just inside the Mailox and its quite safe here in singapore....
 
Yes the registered mail is safe. It will be ok to put it in mailbox and when postman puts it in Robinson street P.O BOX that is also safe. But the advantage of courier address is that we can track it, even know which person signed for it. And in essence, a registered mail works almost the same way as a courier. The package will have a code, sender can even track it.

'As the letter travels from post office to post office and through any sorting office, it has to be signed for on a ledger. This process is completed when the letter is delivered and the receiver signs for the item. With computerization and barcode technology, much of the logging once done manually has become simpler and leads to greater options for the sender and receiver alike to access the status of their shipment via the internet. Many postal authorities provide tracing information for registered items on their website.'

Send it to the George street address/Robinson street address. Both are fine, but for tracking purposes, security, caution, you have to send to courier address. EMS to regular postage charge kortesena. They are charging a premium. Although charge is lesser than courier, still you're paying extra. For what? So i think it's wise to use the service to full extent. Thats just my opinion.

Friends thanks for your inputs, actually I will send to SGVO my RPRF from Singapore.
Cost is not a matter, but I would like to send it appropriately.
Now, I am checking the possibility by courier in Singapore.
