All infants (Under 2 years of age) are allowed to have only 01, suitcase (23KG) and a perambulator in addition to the baby food hand bag.

Free baggage allowance for infants: Passengers with infants are allowed an additional bag up to 10kg (22lb) that may not exceed 55 x 38 x 20cm (22 x 15 x 8 inches) in size where the weight concept applies, or one piece of up to 23kg (50lb) and with total dimensions (length + width + height) not exceeding 115cm (45 inches) where the piece concept applies.

To me immigration is such a process you can do it by yourself and in forums like this there are several people to help you, when needed. I suggest you to visit big immigration consulting firms like CM International, Mr Sudhir Shaha, and few others. This will give you a brief guidelines about your plan of actions and accordingly you can decide whether you can do it by yourself or not.

If you visit CIC websites you can see they described the whole application process very easily and while filling up the forms you can also see the guidelines in details.

Yes, Rules for USA and Canada are in pieces, and one is allowed 01 piece of 23kg for infants on top of his/her allowance. With buggies and a hand bag.
