Dear Sir/ Madam,

Recently my Federal Skilled Worker application has been approved at CIC Sydney, Canada. However, due to Basic French language exam I am unable to submit full application for immigration before 120 days. Therefore, I am planning to withdrawal my application.

My sister who is a Canadian citizen would like to sponsor me under Family Stream – Alberta Immigrant Nominee Program. I thought it would be fast processing but on website it is mention that Candidate assessments may take up to 31 months.

Kindly let me know time under which category is application processing fast?

My details and FSW approval application is as following

Age: 24
Profession: Petroleum Engineer NOC 2145
Education: BS Petroleum Engineering & Management
Working experience: less than two years
Languages: Advance English
My sister is Canadian citizen living in Edmonton
Available funds: CAD $ 12000

Well FSW should be faster than 31 months, but if you don't qualify for FSW, you might as well try for Alberta.
The other thing that you can do is to go study in Canada and then apply for Alberta immediately or wait to finish studying and apply for FSW3.
 
So you are saying you can't get a TEF before 120 days or that you can't pass a TEF to get the points you need in 120 days? If it's the former, you can send them everything except the TEF results but send them documentation of when you can get a date for your TEF and send the TEF results as soon as you get them. If it's the latter, you can try submitting other proof of your French knowledge such as certificates of having completed a French course. It's worth a try anyway.
