Alberta EE stream with NOC code on the AOS ineligible list - how much will it affect my chances?

Just as the title suggests.

The EE stream page says having an occupation on the Alberta Opportunity Stream Ineligible Occupations list will decrease my chances.

I also have a bachelor degree which I obtained at University of Alberta, which is a factor that would increase my chances.

Will they cancel out each other or will one of them weigh more than the other?

Also does high CRS score matter? It asks for 300, but will 460+ increase my chances?

Alberta doesn‘t explain how they weight and select their NOCs or scores. You will not know until nominated (or not nominated)
