Does AINP send NOI to profile who have connections but the sibling is living in other province like Ontario?

My CRS score is 393

Yes. I got an NOI on 29th April but unfortunately as on applicant outside CANADA it has fallen into the category where it is put on HOLD. I am not sure what will happen :(
