Age limit of a dependent child as a full time student

I want to bring my step daughter to Canada, who is still a full time student in Hungary. I pay the full support for her from Canada. The previous government reduced the age limit for a dependent child from 22 to 19. The new liberal government promised to change it back, but as far as I know, they did not do it yet. She will be 22 in next spring, so even if they change it back it might be too late. Anybody knows anything about this, because I did not get even answers for my emails so far. Is there any chance for this change in the near future ?

They haven't changed the rule back and none of us know when this will happen.
