again m.eng help! plz plz

i want to go for M.eng but the problem is i am already doing m.eng here in india. is it possible to go again for meng? what if i don't show m.eng and shows a 1 year experience so to maintain progression in studies. please tell me pros and cons of both?

you can apply, but the visa rejection rate is very high. You can apply for Phd studies.

i am not eligible for phd due my less scores. but if i can apply for another sub division of my field. for example currently i am doing ms in civil engineering(Highways) and if apply for other sub stream like Water resources or geological.
is there any chances ?

can this also happen ?

university gives me admission and visa officer rejects my application
