Could you tell that the application rejection of that specific Feb applicant was actually a rejection (after processing started) and not simply application returned due to incomplete application? I guess if the former is true, then Sydney is actually processing applications.

Here is the thread. The applicant got rejected one week after receiving AOR, and the rejection came from Sydney, not Ottawa. Therefore, it seems Sydney is processing some applications. It's getting really hard to find out what visa office files are at, if someone wants to send additional docs.

Also, the rejection email came from CPC-Sydney, and not CIO.

I checked my ECAS status today and it shows "In Process" dated 23rd April. Interestingly, the e-mail I received from CPP-O (saying that my file is still in Sydney) was dated 24th April. Your theory seems to have foundation, that Sydney office is processing files (don't know if all or some randomly) but the question still remains "Why Sydney office is not replying to our mails in regard to where should we send the additional docs??"

No update yet. But it makes sense that your file is in Sydney. I guess you'll just have to wait for a response from CIO for confirmation. I think my file is in Ottawa, but they won't respond, so I can't be sure. As our applications progress, it'll be clearer as to whether the applications at Sydney get processed to completion faster than those at Ottawa. I'm not sure how they decide which office to send it to though.

I just got an email from CPP-Ottawa that they have my file. My ecas shows "application received", so it's stuck in line at Ottawa where they are currently processing July and August applications. For those that have their application "in process", it seems at least the eligibility test is being done immediately. I don't know what they policy is for who gets preferential treatment, but I guess I'm not one of the chosen ones :(

Don't loose hope - it's still likely that everyone app will go to Ottawa - we just don't know.

If you refer to OP25a you will see that the VO at Sydney are supposed to put the application to "in process" before sending them off to Ottawa, so their is a chance this is just the result of different VO's doing things slightly differently.

Only the next few weeks / months will tell!

I will send the doc to both addresses, if it makes sense!
 
According to OP25a:
8.2. Putting an application into process
After a positive completeness check at the CIO, the office staff will:
 date stamp the application;
 create a file in GCMS;
 enter “CEC” in the Category field;
 cost recover the processing fee and enter this in GCMS;
 write the GCMS file number on the paper file;
 send an acknowledgment of receipt letter to the applicant informing them that their file has been transferred to a visa office and placed into processing;
 transfer the paper file to a visa office, in line with existing file transfer policies (diplomatic bag may take a significant amount of time to reach many offices); and
 transfer the electronic file to a visa office in GCMS by making that office the primary office for processing.
