I think that is common. If they have huge backlog they would usually transfer to the next office with less backlog. And for afghans now there r 3 visa offices they consider ISB- NDVO and london. The very reason as far as I know that the afghan files were transferred from pak to India was the extra long processing times.

for work and education it should be same as Declaration A, and then travel information and some questions that needs to be answered.
I dont know why they ask for this sheet, since they have all the answers in another forms (spousal application)
I think they have some special info section in this form like working in khad aka afghan intelligence and due to the war torn history of country they need some more info....but yeah I didn't get that part either as to why they need travel history etc again in this form bcoz we already have given that info. One thing I found strange is that in one part it says info needs to be filled by all men aged 15 ....in Canada under 18 is a minor so they don't sign a form or give travel history...again this is afghan specific. So this Must have something to do afg only
If you answer it like general govt employee, CIC know which positions are general and which ones are politics, etc.
