Advise required on Letter of SOP and Letter of explanation

Can anyone tell difference between Letter of SOP and Letter of explanation? Shall i write both? And where do i explain why i have chosen this program and what will i do after getting degree from this institution? Where would i explain about my finances and property? And for those who are rejected last time, where would they explain how they have covered their deficiencies. Please guide me.

I included only one letter addressed to vo, you may call it a SOP/LOE, along with other documents for paper based general sp application...
