My wife is in Canada and she is pregnant.she have pr card . She sponcer me 15-01-2016 and attach pregnancy report and delivery date in June 2016 .She stay Pak with me 3 months . And I and my wife want in delivery time both together . Plz tell me about possessing time cic issue visa before delivery or not .

Pakistan citizens have very long processing times, so I would expect from 1-2 years. Read the dedicated thread on Pakistan apps for more details. You should not expect your PR app will finish before her due date.

Also since your wife is a PR she is expected to be residing in Canada during your entire PR application process. If she leaves for 3 months and CIC learns she is actually residing in Pakistan, they will cancel your application. Being pregnant does not exempt her from this rule.

It depends on when you submitted your application. Now a days London Visa Office processing new applications in 5-6 months. I applied in late August 2015 and already received email to submit passport for visa.
