I want to inquire about the best way to start the process of applying for an Spousal Open Work Permit for my partner. We’ve thinking about getting married only recently so I was not able to include him in my current work permit application.

Here are some of our questions regarding the process:

1. Is it better to get married in Canada or in our country, before we leave?
2. He is planning to go there as a tourist, can we undergo the whole process while in Canada?
3. What are the documents that we need to prepare?

Is your job in NOC 0, A or B? Did you just submit your WP application or has it been approved? Have you been dating longterm? Do you have proof of dating longterm eg. pictures together, on social media together, vacation together, lived together, etc.? Many applying to come to Canada are in an arranged marriage or come from a conservative cultures where western style dating is not permitted which is why I ask. Will your family be attending a wedding in Canada? Where is he from? Is it visa exempt to travel to Canada? Has he travelled internationally to countries likeUS, UK, Australia, etc. before?
 
I'm Noc A 2161, ICT LMIA exempt. I have submitted all my requirements and is now waiting for my PPR. We've been dating for over 6 years now and I think we have enough pictures as proof.

We are from Philippines, not visa exempt. If necessary, some of his family members could probably attend the wedding. He is well travelled. He's been to US and Canada twice as tourist.

Would personally suggest getting married in the Philippines. It always looks much better for friends and family to be attending a wedding and for weddings to follow typical cultural norms. If you have been dating for 6 years yes You should have enough proof of your relationship and that it is not due to immigration. Would suggest he apply for a TRV now versus doing so once you’re married since it is less believable that he is a true tourist once you are married. He can apply for an OWP from anywhere. It is taking around 6 months I believe so be prepared for a long wait.
 
Thank you so much! He already has the TRV (Tourist) and will enter Canada as Tourist. Then we'll apply for his SOWP in Canada.
