Advice needed!!!

I came to Canada in 2009 on study permit and i am presently on PGWP (post graduate work permit) till 2014 and working.

I got married in Jan 2012 and wanted to get my wife with me.

Can she apply as my dependent for open work permit or visitor visa to come and stay with me.

Please advice what is the best to way to get her here.

1. She can apply for a TRV (visitor visa) whether it will be issued or not is another matter.
2. She is not eligible for an OWP unless your PGWP work is in NOC, A, B or O

Does working as an Manager in a Restaurant fall under NOC list?

I checked online and it falls under O.

Can she apply OPW and what will be her chances of getting.
