Hi,
For one of my Canadian colleague, I would like to know that how could she sponsor a minor from India? She is Canadian citizen and two of her sons are passed away recently; one in Canada and other out of Canada. She is about 60 years by age.

Can some one please tell that where or not she can adopt an Indian minor to Quebec?

All the suggestions or comments in this regard will be much appreciated.
 
Is the minor child an orphan (i.e. both parent deceased)?
 
No, both the parents are alive. For the better future of kid, they had no objection. The Indian court has already endorsed the adoption.

She should study http://www.cic.gc.ca/ENGLISH/immigrate/adoption/index.asp It's not a simple process and strict procedures must be followed. http://www.cic.gc.ca/english/immigrate/adoption/internationalprocess.asp

The adoption being endorsed by no means guarantees that CIC will approve the sponsorship. If it was that easy, everyone would do it.

What is her relation to the child?
 
For CIC to accept the sponsorship of a child who has been adopted, the adoption must be genuine. For example, they would reject the application if they think that the adoption is just to help the child or family.
The adoptive parents should think of the adopted child as their own child, and the child should think of the adoptive parents as his or her own parents. This last part is expected, but CIC is realistic - they realize it might take a while for the child to truly feel that the new parent or parents are his or her real parents. A case where the child still thinks of his birth parents as his real parents, and still has contact with them, would probably be rejected.

As will an adoption exclusively for immigration purposes...

Would the parents be giving up all access to the child and accept that they will never see or hear about the child again?

Or would the parents still expect to be able to contact the child, hear about their development and continue a relationship with them?

If the latter, this would not be a true adoption and one done clearly for immigration purposes only to get the child PR status.
 
How old is this "minor", as it will make a huge difference to the answers to the question.

The kid is about 3 years.

The said friend of mine is almost illiterate, elderly and falling in low-income category to afford a lawyer.

The minor has been handed over fully to her and currently staying far behind from his blood-parents with the sister of adopted parent in India.

PS: The adopted parents are in Quebec, Canada and the kid is in India; waiting for a re-union.

I don't see this working out. The child isn't living with the sponsor but is living with someone else instead. CIC will classify this as an adoption of convenience. Additionally, it doesn't sound like the sponsor has the means to raise and support the child.

How much time has the child physically spent with the adoptive parent?
 
Thanks for your input. The kid was adopted in early 2015 and has since stayed with her for about 8 months. She is bearing all the living costs of the minor.

How the child could stay with the sponsor? The sponsor is established in Canada while the minor is intended to be brought to Canada.
