Address to whom ? Abu dhabi embassy or Pak embassy while submitting from Pak

As for Pakistan, visas are being processed from Abu Dhabi Office. So, Should I address the Visa Section in Isb Pakistan or Should I address the Visa Section of Abu Dhabi ?

I hope I will get the response this time, as so far no one responded to my queries :-[
