I sent my application on May 29 and received on May 30 in CPC-M for outland application. I did not include police certificates. I have received 2 out of 3 I requested. And I am expecting the last one shortly.

My question is, when I can send these certificate. Since one of them is issued May 26. I understand I have to send it within 3 months of issuance. Can I send it to CPC-M with my client ID (I am an International student and I have one already)? Should I wait until AOR is given? By the way, CIC web says countries where I stayed 6 months or more since age of 18. But the application letter says last 10 years or since age of 18. I lived there decades ago. Do I still need one?

1. Wait till you have the file no. at the overseas office. (hope they don't return it as incomplete) then send all 3 PCCs.
2. You are probably reading the instructions incorrectly, here is what CIC says about police certificates.

Who needs a police certificate?

In general, you and everyone in your family who is 18 years of age or over need to obtain a police certificate. You must obtain a police certificate from each country or territory where you have lived for six consecutive months or longer since reaching the age of 18.
The certificate must have been issued no more than three months before you submit your application.
If the original certificate is neither in English nor in French, submit both the certificate and the original copy of a translation prepared by an accredited translator with your application

My consultant advised me it was ok to send application without police certificate. I did note in my cover letter that they have been requested. So when I receive the file number, is that when my file is transferred to VO (in my case Manila)? Should I send the certificates to Manila office then? (of course I'm asking this assuming my application is not returned for missing documents).

There was an appendix somewhere on CIC site, I don't know where I can find it though :-[, a cover letter to be used when asking for a police certificate at other country. In that letter, it says, I think, Canada needs Police certificate from countries in which the applicant has lived for 6 months or more for the last 10 years or since age 18, whichever shorter, just like the question of the personal history. I find this information conflicting with the other information on CIC website....
