My IELTS got expired while visa processing due to covid lockdown so IRCC asked me to resubmit with new IELTS Test report form, so I uploaded with new TRF. My question is how much time it takes them to restart my application process again. I'm presently completed my 1st sem Jan-2021 intake.

Its my bad didn't expect this would happen. I applied visa on sept 4th.There are no timelines for when they will process your application. Why did you start a program without a study permit?
