What should I do if the accompanying dependents decided not to come to Canada even though they're pr already? Thank you.
 
You need to clarify what you are saying. You mean you have all completed your landing and are now PRs but returned to your home country and now those dependents have changed their minds and want to stay in home country.

They can stay out of Canada for near 3 years before they start to have issues with meeting their residency obligation , 2 out of 5 years in Canada. Meeting that residency obligation is the responsibility of each family member / dependent individually not collectively.
 
Okay. I'm sorry I didnt state it clear enough. To begin with, I am here in Canada for almost 3yrs and sponsored my wife and 2kids all of them are accompany. I got my pr confirmation last march 2018 and the manila immigration asked them to bring their documents. Me and wife decided that it is better to leave the kids behind for now as we both plan to establish our life and job here in Canada and the sponsor the kids again.
 
Would be much easier for your wife and kids to all land in Canada and then your kids can go back to your home country. When you are ready they can just move to be with you sometime during the next 3 years. If the children do not land you will have to sponsor them again which will take 6-8 months and one adult at least will need to remain in Canada.
 
Oh i see. If they are going to land here do the kids need any of the following before they fly back home? ( like Sin, msp coverage, etc2...) On the other hand, if it is only my wife who are going to land here do we need to inform the embassy/immigration still that they are not coming or just let the visa expire?
 
No they could technically land and return home the same day. If you had time I would probably suggest both the kids and your wife could get SIN numbers. They wouldn't qualify for MSP if they weren't moving to Canada permanently. If you decide that you prefer to go through the time and expense of sponsoring again you just let the visas lapse there is no need to notify anyone. Did you list your children as non-accompanying? That would have been the other option but guess it is too late now. I would seriously consider having your children land if they plan on moving to Canada in the next 2-3 years or less. Not sure how old they are but they may even be able to return on their own as unaccompanied minors.

Oh my thank you so much for helping me figuring this out. By the way may kids ages 6 and 3. We'll surely consider your suggestion and talk it over with my wife as well and hopefully come up with the best solution. I really do appreciate your help. Thank you!
