Acceptability of Graduate Diploma from UoL Distance Learning

Dear members,

Asking this question on behalf of a friend.

Will 1-year Graduate Diploma offered by University of London Distance Learning be considered as a 2nd degree/diploma to be considered as "Two or More Degree/Diploma" holder in CRS calculation if one already has a 3 or 4-year bachelor degree?

The program has four courses and takes 1 year. Here is a link if anyone wants to check out:

Would someone advise me a way where I can get a definite answer to this.

Just for more context: The primary 3-4 yr bachelor degree is in Engineering. However, the Graduate Diploma (1 year) in question in Management.
