About Caipes notes

I need some guidance about caipes notes
My application gets refused by cic in Dec 2015
Reason for refusal was other reasons - your purposed study is not reasonable in light of your past studies, academic abilities, language abilities
1.Can i order caipes notes now of that refused application..?
2. I just want to see visa officer's notes Do i need interpretation of caipes notes..?
