abnormal study permit procedure

Hello

I have applied to study permit restoration since May 31th. Still no decision yet. I keep calling CIC and I am hesitant that there is something wrong because of the following:

- Once CIC agent informed me that my application was transferred to review department
- today they informed me that my application was transferred to Montreal Immigration Office (I study in Montreal)

Anyone knows what it might mean transferring my file to the city where I study? cuz normally it should be processed in Ontario right?
